An Assembly of First Nations and a Treaty
The development of an Assembly of First Nations now it could be developed, how it could be funded, and what its purposes could be. The paper will offer the view that the primary purpose of an Assembly of First Nations would be to promote and secure the highest possible forms of autonomy for each of the member nations.
This could be achieved through the use of treaties. However, contrary to Warren Mundine’s call for individual treaties, the presentation will discuss the need for a treaty framework that includes an overarching treaty that ensures certain minimum treaty outcomes, minimum or guaranteed treaty negotiation and enforcement processes, and government funding for negotiation of nation based treaties. The presentation will set out in broad terms what a framework treaty could look like, and identify some of the contents of individual nation based treaties.
