This collection contains transcripts of evidence and statements and written submissions to the Commonwealth of Australia's House of Representatives Select Committee on Voting Rights of Aborigines. Correspondence relating to the submissions, to the transcripts of evidence and to the appearance of witnesses before the Committee are included in many instances. Copies of the transcripts were returned to the witnesses with a request to confirm the accuracy of the transcript. In some cases, this correspondence, and the subsequent replies or corrected transcripts, are included in the collection.
Evidence, written submissions and statements were given by both individuals, including wards of the state (who did not have the right to enrol to vote) and former wards (who were entitled to enrol to vote), parliamentarians, representatives of various organisations, such as unions, the Federal Council for the Advancment of Aborigines, government bodies such as electoral offices, and residents at missions and settlements. Hearings were held in all of the mainland states and territories.
Where an organisation is given in the title of a folder the person giving evidence may have been speaking as an individual rather than as a representative of that organisation etc. For example, the witnesses from the Roper River Mission appear to have been questioned as individuals.
The Australian Parliament's House of Representatives Select Committee on Voting Rights of Aborigines was appointed in 1961 to 'inquire into and report on whether the entitlement to enrolment and the right to vote presently conferred by the
Commonwealth Electoral Act 1918-1953 on persons referred to in section 39 of that Act should be extended with or without qualifications, restrictions or conditions to (i) all aboriginal natives of Australia, or (ii) aboriginal natives of Australia included in particular classes, and, if so, what classes and also, what modifications, if any, should be made to the provisions of the Act relating to enrolment or voting' (MS 4666/3/NT 45)
Section 39 covered the entitlement of Indigenous Australians to enrol to vote in the Commonwealth of Australia Parliamentary elections and was dependent on the franchise granted by states, although members and past members of the Defence Force had the right to enrol. This meant that Indigenous people in the Northern Territory, Queensland, and Western Australia were disenfrancished.

In a few cases submissions or transcripts of evidence from people other than those indicated on the folder label have been found in a folder. These have been removed and placed in a separate folder and a number added, by the Library. This has been recorded in the folder descriptions.
