Treaty style negotiations are possible in Australia, but where is the Commonwealth?

Now is not the time to talk about comprehensive settlements.

The media doesn’t help. 

Power relations are unequal.

Bigger is better and friends help.

A lack of imagination in the bureaucracy is a double edged sword.

Confidentiality supports the status quo, and the status quo is the State.

Maintaining unity is hard – on both sides.

Leadership is critical.
