BACKGROUND NOTE

The 1975 James Bay and Northern Quebec Agreement (JBNQA) and the 1978 Northeastern Quebec Agreement (NEQA) were Canada's first modern land claim settlements, fulfilling a commitment to deal with land issues dating back to the late 1800s.

The governments of Canada and Quebec, the Cree and Inuit of Northern Quebec and Hydro-Québec concluded an agreement-in-principle by 1974. The James Bay and Northern Quebec Agreement (JBNQA) was subsequently signed on November 11, 1975. This was followed by the 1978 Northeastern Quebec Agreement (NEQA), negotiated by the Naskapi Indian Band, and amending the JBNQA.
